News from Dean Carman

bulletA budget cut is expected this year, probably modest.
bulletNo pay raises, probably.
bulletLSU Foundation is apparently an arm of the LSU System--this campus has no foundation, while others do.    Something may be done to establish one.
bulletProvost Palm is supportive of BASC.
bulletBASC is an important part of the Flagship Agenda.
bulletEmphasis on hiring the best--very patiently:  departments should not rush to hire someone just because they are afraid the position will vanish.  It won't.  Instead, take time (more than one year if needed) to hire the best. 
bulletCollege has 22 searches ongoing now--more than a normal year because of GBI and IT.  In addition to normal hiring, these factors affect hiring this year: 
bulletThe cry to reduce unmet demand in Biological Sciences has been heard; Provost Palm will try to meet that demand via Faculty hires, not instructors. 
bulletCAPITAL (now called CCT) is funding positions for physics and computer sciences--e.g. a Hearne chair from CalTech.
bulletCain Center for education may hire a physics person too. 
bulletAcademic Excellence Fee has supplied money for some positions. 
bulletThere will probably be fewer hires next year. 
bulletBASC Development Council did not meet in Fall 2003; they probably will in April or May, 2004. 
bulletHall of Distinction people will be recognized.
bulletFred Rainy is the new associate dean (not interim). 
bulletInterim Dean Carman says he is not applying for the Dean's position--he expects to return to teaching/research once the new dean arrives. 
bulletVice Provost Silverman's job is essentially to work himself out of a job, by spreading good practice among the 3 colleges under his purview and by smoothing relations between them. 
bulletArt shop personnel are being trained to do web art.  Some discussion ensued concerning how this would fit in with database-driven organization and efficiency tools. 

Announced agenda items

Item 1.  Apologize for the scheduled time, which excludes Traxler & McCarley.

Item 2.  View scheduler and select time for remaining meetings. 

bulletWednesdays at 2:30 was OK with everyone, so meetings will be 4th Wednesday of every month. 

Item 3.  Review/Approve December & January Minutes

bulletWe forgot to do this. 

Item 4.  Update Interim Dean Carman on our activities.

bulletRusso explained that the CPC has attempted to develop a more permanent structure, with subcommittees devoted to:  1) Internal College Policies; 2) University Policies and How they Affect BASC; and, 3) Strategic Planning.  A website has been created, including some components paid for by the College to assist with scheduling.  These were demonstrated (thanks to Meredith for providing a working laptop!). 

Item 5.  Subcommittee assignments for Blackwell & Kannan

bulletProfessor Blackwell will serve on the Strategic Policy Subcommittee

Item 6.  Announce elections for the next meeting. 

bulletWrong.  They are to be held in April, according to the Bylaws we have now located, so we'll do it then. 

Item 7.  Schedule open meeting?

bulletIt was decided to let people know we are here, announce how to contact us via website, and see us as needed. 

Item 8.  Internal policy subcommittee (policies and practice within BASC)

bulletFleeger, chair  & Mathews discussed the Faculty Workloads document from last year briefly. 
bulletThis subcommittee may wish to consider what to do when faculty buy out their time--i.e., where do those short-term salary savings belong? 
bulletThe CPC website needs a link to College Website (Done).
bulletCan we get P&T policies and something like a uniform, yet flexible, expectation across the college?
bulletThe College Policy Committee should meet with candidates identified by the Search Committee for a permanent Dean.
